Canadian Company rendering services to a company in Dominican Republic

Hello,

We are a Canadian company rendering services to a company in Dominican Republic. We have not permanent establishment in Dominican Republic. The payment from our client to us is subject to a 27% tax withholding.

As per the  Article VII of the Canada-Dominican Republic tax convention, I understand that our income is not taxable in Dominican Republic since we have no permanent establishment in Dominican Republic.

Is there a way to recuperate the Tax withholding of 27% or to prevent a withholding of 27% upon the payments from our client in Dominican Republic to us?
